Past: Defeated Five Really Bad Bills
Through our hard work, and the hard work of our allies, we were able to stop some of the worst bills that were introduced this past year. Here are the four really bad bills that CHCA helped defeat this session:
- AB 1993 Employment: COVID-19 vaccination requirements. COVID-19 vaccine requirement for employees or independent contractors.
- SB 866 Minors: vaccine consent. Allow minors 15 years and up to consent to any vaccine.
- SB 871 Public health: immunizations. COVID-19 vaccine requirement for school or daycare.
- SB 920 Medical Board of California: investigations: record requests. Medical Board investigator could records without patient consent or court subpoena.
- SB 1464 Law enforcement: public health orders. Sheriffs and peace officers would be required to enforce public health orders.
- Meet with California State Legislators and Staffers
- Strategize with Other Organizational Leaders in California
- Work to Get Good Bills passed and Bad Bills Stopped
- Train and Empower Constituents to Lobby Their Representatives
- Provide up to date Take Action Tool Kits on our Website
- Act as a Resource to Legislative Committee Consultants
CHCA, along with our allies from the Convention on Health Rights, are asking Governor Newsom to VETO the remaining bad bills that have landed on his desk. We have submitted letters to the Governor and continue to send out calls to action including asking for people and organizations to join our Twitter campaign targeting the Governor.
Here are the four remaining bad bills we are fighting so hard to stop:
- AB 1797 Immunization registry.
- AB 2098 Physicians and surgeons: unprofessional conduct.
- SB 1419 Health information. (Limiting access of parents to the medical records of their children when related to certain services.)
- SB 1479 COVID-19 testing in schools: COVID-19 testing plans.
In addition to our plans to fight against these new potential threats to our health freedom, CHCA will continue to push for good legislation in 2022. We and our lobby team will meet with all the new legislators who will be sworn in this fall and we will begin building positive, professional relationships with them and their staff.

Milestones 2021-22
Conducted over 125 meetings with legislators, staffers and committee consultants to discuss our proposed bills, to explain concerns about bad bills, and to request the member vote in alignment with CHCA.
Sponsored SCR 59 Medical interventions: voluntary and informed consent, a resolution which was introduced by Senator Melendez in August.
Successfully used a new tool for constituents to schedule meetings and communicate pre-drafted messages to legislators and maintained our Take Action Toolkits on our Legislation 2022 page.
Created and co-hosted the Convention On Health Rights (COHR) event that brought together like minded organizations. Together, COHR organizations hosted Take Action Town Hall events throughout the state. COHR continues to put out advocacy materials and calls to action on active bills.
Fought against the University of California, California State University, and California Community College Flu and COVID-19 vaccination mandates for students and employees and for fair religious exemptions and accommodations.
Teamed up with National Health Freedom Action and leaders from other states to launch RightToRefuse.org, a national campaign to help organizations and grassroots advocates connect for the purpose of passing state laws that would protect the rights of individuals to make their own health decisions.
Launched the Religious Rights Coalition, a signature collection campaign to be used to protect and expand access to religious and conscientious beliefs exemptions in California.
Sent advocacy letters to FDA, ACIP, CDPH, local school and supervisor boards, and local health officers regarding vaccine safety and policies.
Advocated for hospital visitor policy that would protect the rights of patients and their visiting families and advocates.
